Executive Summary
The 4th meeting introduced the Constituent members with the GEF 5 policy, operational procedures and programming priorities. It encouraged the Constituent members to start the process of GEF 5 programming and to ensure that by the first quarter of 2012, most of their GEF 5 projects are in implementation phase. Some of the major recommendations of this meeting include the need to: a) streamline the procedures and processes of the GEF agencies; b) develop a uniform PIR template and easy accessibility of PIRs to the focal points; and, c) strengthen national and constituency coordination mechanism for effective GEF operations.
Background/ Objective
The fourth meeting of GEF South Asia Constituency was hosted by the Government of People’s Republic of Bangladesh at Dhaka from March 3 – 4, 2010 as part of GEF Council Member Support Program. The GEF South Asia Constituency comprises of Bangladesh, Bhutan, India, Maldives, Nepal and Sri Lanka.
The main objective of organizing this meeting was to introduce, discuss and firm up the constituency’s perspective on the proposed operational and programming guidelines. Organized before the upcoming GEF Assembly in May 2010, this meeting provided a unique opportunity to the constituent members to discuss the issues and to begin programming for the GEF 5 cycle as per their respective national priorities. The focal points/ their representatives from all member countries (except Maldives) participated. The meeting was also attended by the representatives from GEF Secretariat, World Bank, UNDP, UNEP, UNIDO and FAO. The list of participants is at Annexure: II.
